Governor‐elect Walker has announced the third piece of legislation for the
Wisconsin is Open for Business Special Session, which replaces the Wisconsin Department of Commerce and with the Wisconsin Economic Development Corporation (WEDC).
Under Walker’s proposal, state government job creation programs currently in the Department of Commerce will be reorganized into this new state authority. The regulatory duties currently assigned to the Department of Commerce will go through a line‐by‐line review process to determine their impact on public safety or public health before being reassigned to other agencies or eliminated. The new authority will be led by a “chief executive officer” and a twelve member board of
directors with the governor serving as the chairman. All of these positions shall be nominated by the governor and, with the advice and consent of the Senate, serve at the pleasure of the governor.
The Wisconsin Economic Development Corporation authority will take a public‐private
partnership approach to the promotion of commerce.
Along with the introduction of this legislation, Governor‐elect Walker released the following
statement:
For too long the Department of Commerce has spent more time regulating business than
promoting it. Throughout the campaign I promised to fundamentally change our government’s
approach to job creation.
I am serious about enacting aggressive reforms focused on revitalizing Wisconsin’s private
sector economy. While a lot of work goes into completely eliminating an agency and creating a
new entity from scratch, I believe it will be worthwhile because a public‐private partnership
approach to the promotion of commerce will help businesses put Wisconsinites back to work.
On the first day Governor‐elect Walker is in office, he is going to declare a state of economic
emergency and call the Legislature into a special session aimed at jump‐starting his plan to
ensure Wisconsin has a business climate that allows the private sector to create 250,000 new
jobs by 2015. Previously Governor‐elect Walker announced his plans to eliminate the state tax
on health savings accounts and overhaul Wisconsin’s overall regulatory environment.
