Roads are flooded after torrential downpours dumped 4-6 inches of rain across northeastern Minnesota and northwestern Wisconsin early Tuesday.

In Minnesota's Carlton County, four gravel roads are washed out. Officials hope to reopen three of those roads by Wednesday. Heavy rains closed several roads in Wisconsin's Douglas County, including Highway 35 south of Superior.

Officials say some residents in isolated areas may be unable to reach their homes. The
American Red Cross has opened a shelter in Superior.

The National Weather Service in Duluth says some of the storms packed winds over 60 mph. Strong winds knocked down trees in the Solon Springs and Trade Lake areas of Wisconsin. Weather Service meteorologist Mike Stewart says conditions in
the area were ``very humid'' with a ``tropical-like atmosphere.''
